On February 4, 2026, the Investment Promotion Conference and Project Signing Ceremony of Tacheng Prefecture, Xinjiang, themed "Jiangsu-Tacheng Join Hands to Boost the Silk Road: Shared Opportunities for Win-Win Development", was successfully held in Suzhou, Jiangsu Province. More than 300 guests, including enterprise representatives, heads of chambers of commerce and associations, and relevant leaders from Jiangsu Province and the Yangtze River Delta region, gathered at the event to discuss new paths for regional cooperation and explore new opportunities for industrial development. Sponsored by the CPC Tacheng Prefectural Committee and the Tacheng Prefectural People's Government, and co-organized by multiple departments of the prefecture, this event has become an important link for promoting precise industrial docking between eastern and western China.

At the conference, Yu Xiaodong, Member of the Standing Committee of the CPC Tacheng Prefectural Committee, elaborated on the local development advantages. As a key node in the core area of the Silk Road Economic Belt and a frontier gateway for China's opening-up to the west, Tacheng is accelerating into a golden period of development by relying on the improved customs clearance efficiency of Baketu Port and the refined open platforms such as the Baketu Forum. In recent years, focusing on the overall goal of social stability and long-term peace and order, the prefecture has vigorously promoted the construction of the "5+2" modern industrial system, forming unique advantages in fields such as cotton planting and mineral resource development. These advantages form a strong complementarity with Suzhou's mature experience in park construction, technological innovation, and industrial cultivation, laying a solid foundation for cross-regional cooperation.
The promotion event featured numerous highlights. Leaders from the Xinjiang Tacheng Key Development and Opening-up Pilot Zone, Wusu City, Tuoli County, and other regions delivered special promotions focusing on key areas including textile and garment, bio-based chemical fiber, intelligent computing industry, and mineral resource development, demonstrating the project advantages of large investment scale and strong driving effect. Furthermore, an innovative business-promotion-by-business model of "settled enterprises giving on-stage promotions" was launched. Enterprises such as Haihua (Xinjiang) Textile Co., Ltd. shared their development experience on site, comprehensively showcasing Tacheng's advantages in raw materials—with a 3.6 million mu cotton planting base and an annual output of nearly 500,000 tons—and the development potential of the complete textile and garment industrial chain. This has built an efficient bridge for enterprises in the Yangtze River Delta to accurately connect with western resources.
The signing session was held in a warm atmosphere. After in-depth preliminary negotiations, 23 key projects with a total investment of 18.505 billion yuan were successfully signed on site. The projects cover multiple high-potential fields such as textile and garment, synthetic biological manufacturing, low-altitude economy, and semiconductors. Among them, the 40,000-ton annual output semiconductor project in Shawan City has an investment of 4.174 billion yuan, and the fixed-wing aircraft and UAV manufacturing and low-altitude economic industrial base project in the Xinjiang Tacheng Key Development and Opening-up Pilot Zone has an investment of 1.15 billion yuan. These projects are expected to inject strong momentum into the upgrading of Tacheng's industrial structure.
To ensure the effective implementation of the signed projects, Tacheng Prefecture has clarified a number of service measures. The Prefectural Bureau of Industry and Information Technology will continue to increase policy support, promote the "Textile and Garment Policy-based Subsidy Fund Application and Supervision System", and realize the entire process of online fund application, review, and disbursement. The Prefectural Bureau of Commerce will deepen the reform of "streamlining administration, delegating powers, improving regulation, and optimizing services", provide one-stop services, and make every effort to optimize the business environment. Xu Hongyan, Secretary of the Party Leadership Group and Deputy Director of the Tacheng Prefectural Bureau of Commerce, stated that this signing marks a new stage in the cooperation between Jiangsu and Tacheng. In the future, Tacheng will promote the rapid commissioning of projects with higher-quality government services, continue to deepen exchanges and cooperation with the Yangtze River Delta region, and attract more enterprises and talents to settle in Tacheng.
Representatives of the signed enterprises unanimously stated that Tacheng's superior geographical location, abundant resource endowments, and improved service guarantee system have strengthened their confidence in investment. In the future, they will give full play to their own advantages in technology and capital, accelerate the progress of project construction, help Tacheng achieve high-quality economic and social development, and jointly write a new chapter of east-west cooperation and win-win development along the Silk Road Economic Belt.
